Note that by moving tests out of the css directory you're removing them from the CSS build, which removes them from the CSS test harness, which generates CR-exit implementation reports that some in the CSSWG rely on, and also removes the test annotations from the drafts. Before unilaterally removing tests from the CSS test infrastructure, wouldn't it be appropriate to get buy-in from the CSSWG?
