(And to be very clear: I'm not trying to subtly blame @annevk for not "obeying" the list consensus or something like that - IMHO we're simply stuck in that usual conflict between the W3C editors' desire to have something stable because we're trying to ship a spec & test suite, and Anne/WHATWG's "living spec" philosophy where it doesn't matter that much if the details are expected to change and not quite settled yet.)
