I'm really confused about https://www.w3.org/Bugs/Public/show_bug.cgi?id=23346 Because it claims to be `RESOLVED WONTFIX`, however the editors draft on https://dvcs.w3.org/hg/xhr/raw-file/default/xhr-1/Overview.html#dom-xmlhttprequest-setrequestheader does actually say to throw a `TypeError`, and yet the editors draft on github says to throw a `SyntaxError`.
