Yes, that is the correct procedure.  I have made a pull request with an updated test. This issue should be taken in another forum if we want the spec changed. Though I think the spec said something more akin to what you're suggesting _before_, and was actually changed to just ignore all parameters wholesale. Always decoding as UTF-8.
