Call for Consensus - Publishing Beacon to PR

Hey all,

This is a call for consensus, following the WG discussion on April 1st
<https://w3c.github.io/web-performance/meetings/2021/2021-04-01/index.html>.
We’d like to get the group’s consensus to publish the Beacon API
<https://www.w3.org/TR/beacon/> to PR. The spec is stable, has no open
issues <https://github.com/w3c/beacon/issues>, and has 2 passing
implementations
<https://wpt.fyi/results/beacon?label=experimental&label=master&aligned>
for each one of its tests.

Please let us know of any objections.

The deadline for this CfC is April 30th.
