Given the lack of support to change Page Visibility behavior, I reverted Page Visibility 2 back to the definitions from Page Visibility 1: http://w3c.github.io/page-visibility/ If the implementations change, we can always change again but PV2 was misleading otherwise. It does have implications for the definition of requestAnimationFrame that we should deal with that lack of interop separately unfortunately.
