It would be preferable that you outline the use cases and requirements and let Hixie sort out the spec text. Then you can review the spec text for performance issues afterwards. If you do it the opposite way, it will just slow things down (and lead to a lot of frustration both on the W3C side and WHATWG side). Hixie has a much better grasp of how all this slots together so he is in a much better position to write the spec based on the requirements. The spec text will then just end up in W3C’s HTML5.1 spec when it gets copy/pasted from the WHATWG spec.
