If you do it the opposite way, it will just slow things down (and lead to a lot of frustration both on the W3C side and WHATWG side). Hixie has a much better grasp of how all this slots together so he is in a much better position to write the spec based on the requirements. The spec text will then just end up in W3C’s HTML5.1 spec when it gets copy/pasted from the WHATWG spec.
