Ah, yes, same in Gecko; as you note some of these are specced to do so 
(and I seem to recall arguing against _that_ at the time too, but people 
claimed that the visibility definition in Page Visibility was exactly 
what they wanted for their behavior.

You're right that if we change the behavior at this point we have to 
hunt down all instances of such dependencies in other specs and evaluate 
them one by one...
