If there are no elements with the lazyload boolean attribute, the lazyloaded event should be fired at the Document immediately after the load event. I have updated the spec.

lazyloaded event is fired when all lazyload resources are downloaded.
What if there is no lazyload resources on the page at all? Should the event be fired and, if yes, when?
