I created two pull requests on https://github.com/w3c/web-platform-tests for RAF.

This idlharness test is to validate the WebIDL included in the Animation Timing specification, authored by my colleague Zhiangqiang Zhang.

This one is to import the existed tests authored by MSFT.

Review is appreciated, Zhiqiang Zhang will address any feedback.
