I have updated the onresourcebufferfull attribute to be an EventHandler in the Resource Timing spec: https://dvcs.w3.org/hg/webperf/raw-file/tip/specs/ResourceTiming/Overview.html#dom-performance-onresourcetimingbufferfull. I have also updated step 20 of the processing model.
