I'm not sure who that is directed to. I'm used to seeing folks pinged via handle if there's a specific question, and usually see spec text to accompany the proposal to ensure it's clear and unambiguous. If it was for me, https://github.com/w3c/web-nfc/issues/331#issuecomment-540402533 is not clear to me, and spec changes would be easier for me to make positive contributions.
