Local types have the local context (e.g. that of a parent record). Any "prefix" is application decision (e.g. to avoid conflicts). Actually the NFC spec just talks about apps can "reuse" the local types (already defined in well-known types). It doesn't regulate anything else, except that they start with lowercase or number.
