you can get the impression that a future revision could support payments.

This is incorrect, NFC based payments are currently based on low-level card protocols that were _not designed for the Web_.  In addition, Mobile "Wallets" are exclusively based on native applications.  It will stay like that since there is no "AndroidKeystore" for the Web.  Efforts for creating such features have been going on since 2011 but have to date always failed, most recently in https://www.w3.org/community/hb-secure-services/

The only way Web NFC could ever support payments would be through entirely new schemes but no such activity seems to be in the workings.
