[W3C Webmob] Task Forces and Update for this Week!

Thank-you for all your comments re the task forces! Dom and I are happy to share that the Networking Task Force Charter has been accepted! Once a task force leader has accepted the role for this we will begin work on this Task Force. The API Task Force received little response, so we will discuss this on the call as to whether we want to continue this as a task force or work on the work individually.
