This is a big confusion in the spec. Many are interpreting the Discoverable bit as "GATT services are discoverable" This is most easily seen in the Nordic BLE scanner app which uses the Discoverable bit as a indicator to show the "Connect" button or not. If *Nordic* is doing this, it's a strong sign that this part of the spec is not agreed upon by the community.
