There's no public spec, as far as I found. The 0x004C is Apple's ID 
from 
https://www.bluetooth.org/en-us/specification/assigned-numbers/company-identifiers,
 but the rest I scavenged from 
http://makezine.com/2014/01/03/reverse-engineering-the-estimote/ and 
http://www.warski.org/blog/2014/01/how-ibeacons-work/. I've linked to 
the second.
