Audio (Video) Description requirements

Dear Web & TV IG,

in advance of tomorrow's joint meeting with the TTWG please see the attached BBC submission for requirements for supporting the process of authoring and mixing audio description (also known as video description). This has draft status and feedback is welcome from all sources.

My current intention is, assuming that the requirements are valid, to specify a few additions to TTML 2 to support the requirements, including an audio representation model, animatable pan and gain attributes and possibly an exponential animation mode if necessary.
