[apis] New template for Use Cases

As discussed in the Media API TF today, and following a point raised at TPAC in Shenzhen, we are concerned that the work done in gathering Use Cases is lost when the group completes its work.

We considered how to store it in the wiki in a different way and came up with this draft [1]

The big idea here is that there’s a list of UC (just one for the moment), each being a link to a specific page where you can find:
- title, author 
- issue tracker for this UC
- category (is this a new spec, a change to an existing spec, …)
- status of the UC (gap analysis, work handed over to a WG, …)
- description of the UC
- dependencies: list of the requirements generated by the Use Case

We believe this will help sustaining the list down the road.

When everybody agree, we’ll ask each UC owner to generate the appropriate pages for each of them.
