The Smart TV Alliance also has an emulator based on WebKit:

http://www.smarttv-alliance.org/Markets/Developers.aspx

It's available for Mac, Windows and Ubuntu Linux. (Note that VirtualBox  
should be installed first; then the emulator will show up in its console.  
You don't need to start Eclipse to use it.)
