Just an FYI. The TTML WG has developed a profile of TTML intended to
address the requirements of US closed captions, and which appears to
be a close subset of CFF-TT
(http://www.w3.org/2011/webtv/wiki/Timed_Text_Efforts).

A Working Draft has been published at

http://www.w3.org/TR/2013/WD-ttml10-sdp-us-20130103/

and the comment period ends January 31.
