webtv-ISSUE-17: Home Network Enabled User-Agent

I had an AR to rework the ISSUE-17 use-case to remove direct references
to DLNA/UPnP and HTML5.  I also had an AR to provide some Scenario-Steps
for evaluation by the IG.

 

Although I raised an earlier issue about use-cases containing multiple
scenarios, I'd like to delay breaking this use-case up into (many)
separate use-cases prior to some discussion. My concern is that we are
managing use-cases in a single pool (of ISSUES). This single-list
management does not scale particularly well.
