[MEDIA_PIPELINE_TF] Onchange of any track not only on default track

Due to vacation I missed the deadline for proposing a new HTML5 LC bug in this group. I would like to check if anybody took up the issues discussed in this the web and TV IG (1) and in whatwg (2) or if somebody knows that it is being addressed.

(1) "RE: webtv-ISSUE-18 (JanL): Video tag support of MPEG2-TS  [HOME_NETWORK_TF]" (2011-06-21)
(2) "Re: [whatwg] Video feedback" (2011-06-03)

The issues is that currently onchange event only exists for a selected track and not for any track that initially was listed. This is an issue for live content or playlists that may change over time.
