There's a delicate balance between having lots of process (which can end up meaning people who are not named contribute less than they might because they think it is someone else's job) and not enough clarity (which means they contribute less than they might because they are not sure when and how they should be getting involved. I think that managing this is really what the chairs and staff contact do in the way that they run the group, interact with participants, and publish information on the home page. If there were something magic I knew of to add to the charter to help, I would propose it, but in my experience it is more a matter of people working hard and efficiently, and I don't know of any wording that makes that happen for a group like this. Of course, if you have anything that you think can help, please propose it. Actually I think we are nearing the limits of what we can do by editing the charter.
