Shared Storage WICG Proposal

Hi folks!  PTAL at this new WICG proposal

<https://github.com/pythagoraskitty/shared-storage> that we've mentioned
before and that meets some of your needs (e.g., frequency capping, lift
measurement, reach reporting). Please publicly support it by expressing
interest in the proposal issue.  Also, reply to this message if you'd like
me to come talk more about this at the meeting next Tues.
