As John said, GPC is over in the Privacy CG. If you have feedback about 
the spec, please simply use the issue tracker at 
https://github.com/globalprivacycontrol/gpc-spec/issues/.

Putting my GPC editor hat on, we're sticking to a Web standards approach 
which means that adoption precedes standardisation. So far, adoption is 
moving along nicely in browsers, regulations that mandate GPC, CMPs, and 
sites.

I don't believe that ADPC is in a group, but you should ask them. You 
can participate in their work directly in their GitHub repo too.
