[agenda+] Output-based Turtledove

Hi all,

I would like to propose a new agenda item for the next call, a technical
proposal called "outcome-based Turtledove":
https://github.com/WICG/turtledove/issues/52.

The document describes how to improve bidding accuracy under Turtledove
while still allowing the browsers to control the allowed targeting
granularity.

It would be great if I could give a brief summary of the proposal, and I'd
be happy to answer questions if there are any.
