In W3C-speak, Business Groups (along with Community Groups and Interest
Groups) are places to incubate ideas, while Working Groups specify their
solutions. So we're starting with use cases and common needs for
privacy-sensitive advertising on the web.

We don't have to stop at use cases, but as we get closer to describing
potential solutions, we'd want to charter a Working Group (WG) or work
with an existing WG to put those into specification form. WGs have a
more formal process that includes reviews and royalty-free patent
commitments.
