[WCAG2ICT] Minutes for 2 February extra Friday meeting (follow-up for work left)

Thanks to all who could join, as this was a productive session working on 1.4.10 Reflow as it pertains to Issues 221, 226, 227, and 257.

We are working on a note that will replace Notes 6 and 7 in our current guidance<https://w3c.github.io/wcag2ict/#applying-sc-1-4-10-reflow-to-non-web-documents-and-software>, as there has been some confusion and concerns surrounding the application of 1.4.10 Reflow in non-web contexts – especially where the underlying platform does not support the scrollable viewport dimensions specified by WCAG. If you wish to read/contribute to the drafted options, see the Google doc for 1.4.10 Reflow.

Post-meeting I added a new potential option that could use some review and feedback.
