Updated editors' draft of WCAG2ICT 21 June 2013

I updated the WCAG2ICT editors' draft with the text changes approved in
today's task force meeting:

This does not yet have the style changes that were approved. It's also
possible there could be glitches with numbering, particularly in cross
references to sections. I'll work on those issues next week.

There should be no need to review this closely right now, until we
finish processing the proposed edits. But if you do happen to notice
something that seems different from the resolutions, let me know.
