If the user agent isn't "providing services... that are used by software to expose information..." then the user agent isn't providing "accessibility services [of platform software]". It doesn't seem to me that any added verbiage is needed. If we are using variant #3b, then perhaps Note 1 of "platform software" should be better qualified (e.g. "Examples of platform software include operating systems, virtual machines, AND SOME USER AGENTS"). But that's all I see needed here.
