First of 3 surveys on my comparison of the December 2012 drafts of both M376 and WCAG2ICT

Hi gang,

As we discussed at our last meeting, this past Friday January 18th, I am 
creating three surveys to get the sense of the TF on what we believe 
should be done to harmonize those places where the current publicly 
available drafts of both WCAG2ICT and M376 aren't currently harmonized.  
This is based on my analysis "Comparison to M376 
<https://sites.google.com/site/wcag2ict/cross-cutting-issues-and-notes/comparison-to-m376>".

The first of those three surveys is ready, and covers the Comparison for 
documents
