The reviewer asks why there is a difference in terminology between in the
guideline text ("time limits") and success criterion 2.2.1 ("time-out").
Neither of the terms is defined in the glossary. Do the two terms refer to

and elsewhere in WCAG 2.0. Add a glossary entry for "time limit" if

I think a time-out is one type of time limit; in activities where timing is
essential, there are time limits that are not time-outs. In spite of this,
replacing "time-out" with "time limit" in SC 2.2.1 seems to work well.
In the techniques, however, I think it is preferable to use more specific
terms, so I would not replace "time-out" with "time limit" in the
techniques for guideline 2.2.

While looking for previous Bugzilla issues, I came across #1267, which is
still open but overtaken by events. #1267 states that
text-decoration:underline/overline can be removed from section 9.6 in the
July 2004 Working Draft of the CSS techniques
(http://www.w3.org/TR/2004/WD-WCAG20-CSS-TECHS-20040730/Overview.html#text-decoration).
