I have the assignment to write the response for why we are not changing the
level of SC 2.2.5, as requested in LC 1048 and LC 1288. We are keeping SC
2.2.5 at level 3 because it cannot be met by all content.

However, these comments seem to be asking specifically that automatic page
refreshes be prohibited at L1 or L2. I think that SC 2.2.1 would already
address automatic page refreshes. Is my understanding correct? Should we add
this situation as a common failure for 2.2.1?
