RE: New 1.3.1 Failures to Review

Hi Loretta and the rest of Team B,
 
I think these failures look great. 
 
For the first failure, I would like it if the description also describes
what the problem is that is being caused by using scripting events instead
of anchors and tell them what to use instead. 
 
Propose to add the following sentence to the description:
 
<proposal>
If scripting events are used to emulate links, user agents including
assistive technology may not be able to determine the links in the content.
Instead, the <code>a</code> element is intended to markup links. 
</proposal>
