What do you think about

 

1)  changing 1.3.1  to   
      1.3.1 Perceivable relationships within the content can be
programmatically determined.

2)  dropping definition of "perceivable structure" 

            Not needed since "perceivable relationships" just means what the
English words mean - and How TO Meet can give more details.  (Also all
definitions become circular if you try to define it) 

 

This 

a)       allows us to drop a  nearly identical item from 4.1 that is
confusing since it will be requiring the same thing in 1.3.1 but it isn't
obvious since the wording is slightly different.

b)      Gets us past the problem the "em" and "strong" etc are 'structure'
tags but not in the way we mean structure here. Structure has too broad a
meaning in HTML.
