Created CSS failure technique for 1.3.1

While I was looking for scripting posts that I made to the list, I found a
post for a failure technique for 1.3.1[1] and submitted it to the Wiki
[2].
Failure due to using CSS to create variations in presentation of text that
conveys information without also using structure. I think a simpler title
might be appropriate, is, "Using mechanisms to visually mark the structure
of a document rather than using the structure of the language", any
better?
