Draft general technique for 3.1.3 (and possibly 3.1.4, too)

I've written up a draft technique for "Linking to definitions":

While it was written for 3.1.3, I think it is also appropriate for
3.1.4, in place of  "Using internal linking".

Do we think there are places where it is important that the link be
internal?

The proposed test procedure only requires the first use to be linked to
the definition. Should all uses be linked?
