SC 2.4.3 lists 2 sufficient techniques, grouping blocks of repeated material in a way that can be skipped and creating links to skip blocks of repeated material. However, the second is then followed by a list of ways to create links to skip blocks of repeated materials. Can we make the items in the list the techniques that need to be expanded? It is not clear to me what to say about the general technique. It also seems like we should make explicitly that any of the listed (sub)techniques is sufficient, not all.
