Draft general technique for SC 2.4.6

I realized that the single technique listed for 2.4.6 is actually 2
techniques, both of which must be satisfied. I wrote a draft technique
for "Writing titles and headings that are descriptive" [1]. 

What kind of technique do we write for "Using technology-specific
techniques from GL 1.3.1 to identify titles and headings."? Can we just
include a link to "How to Meet Success Criterion 1.3.1"? Do we need to
include links to the specific techniques listed there for headings? The
latter seems like a serious maintenance headache.
