RE: Action item: created pre element failure for 1.3.1

Hi John,

I liked your suggestion to make the problems with the PRE element more
explicit and added that to the WIKI.  I also changed the first sentence as
you suggested. I copied that formulation from the table failure so that may
need some work as well.
