RE: Link to definition question

Never mind - in poking around, I discovered that 3.1.3 has its own
technique for linking to definitions. I will rationalize this so that
both SC use the same technique.

The current technique for finding the expansion for an abbreviation
requires the definition be in the same delivery unit. I'm not sure that
is a desirable requirement. (We don' satisfy it in WCAG2, for instance,
since the glossary is in a different delivery unit.) Can we just remove
that restriction?
