Never mind - in poking around, I discovered that 3.1.3 has its own technique for linking to definitions. I will rationalize this so that both SC use the same technique. I'm not sure that is a desirable requirement. (We don' satisfy it in WCAG2, for instance, since the glossary is in a different delivery unit.) Can we just remove that restriction?
