Hi, Loretta,
I made your suggested changes to the description section. I also updated
the procedure section to not include tests for visible skip links. But, if
the skip link is not visible, navigating via the keyboard is not a
sufficient test since the user doesn't know there is a skip link. So, I
left the steps to test with a screen reader or talking browser but removed
the tests for visible links.
