GL 1.2

I created Guide Doc templates for the success criteria for GL 1.2.
Unfortuneately, they are mostly unpopulated. I added the definitions,
examples, and benefits from the guidelines, but the link in the General
Techniques document for this guideline is bad, and I didn't see any
technology-specific techniques. Anyone who would like to start filling
in pieces is welcome to start from these files.
