RE: GL 3.1 L3 SC4 (Section titles)

There is a difference in the way this plays out however. "Delivery units
have descriptive titles" requires you to make sure that delivery units have
titles AND that these titles are descriptive. John's proposal only requires
the latter and no longer requires that a delivery unit has a title. *If* you
have a title, it must be descriptive. 

I think that we should require that delivery units have a title and that
titles are descriptive. 

Proposal:
GL 2.4 L2: 
Delivery units have titles
GL 2.4 L3:
Titles and headings are descriptive.

I do not think 'headings' is too HTML specific, because the concept makes
sense in all text documents. If it's not a text document, you meet the
second requirement by default.

To not confuse the issue I kept the levels as they were although personally
I would prefer 'titles and headings are descriptive' at level 2 because
there's no use having them if they're not descriptive.
