new technique for 2.1.1

I would like to propose this as a 

 

 

2.1 is team A so what do you think.  

 

Here is the one I was thinking of that we need so we have one that is for
simple HTML users.  

 

We need a sufficient technique (combination) for 2.1.1 that doesn't involve
script (for those not using script). 

 

Possible first SUFFICIENT statement for 2.1.1  (keyboard access) 

 

1) Ensuring that users are not trapped in content</a> AND ensuring

keyboard control by using one of the following techniques

 

* Using only HTML links and form controls and not modifying

their behavior with script(HTML)(Future link)
