Guideline 3.2 Issue Summary

Hi all,

Have attached an issue summary for guideline 3.2. It includes a number 
of proposals that I think we can be ready to take the the WG this week 
as a survey.

Please let me know if you spot any rationale that need additional 
clarification or have questions regarding these proposals.
