This is related to my comment on Step 2b. I wonder if we change 2b's definition to critical functionality whether we need to include 2d. Isn't the key question whether website functionality meets accessibility guidelines, and not the technologies involved? I'm not sure, in other words, that identifying technologies is valuable to performing an accessibility evaluation. It may be valuable to someone who wants to replicate the techniques or repair a feature that doesn't work properly, but it seems to me that is another issue, and not part of WCAG-EM's scope.
