I wonder if it would be helpful to revise either the title or content of 2b. To me, common functionality implies features that are touched by most pages of the website, like we have defined Common Web Pages. Instead, do we mean "Critical Functionality"? "Selecting and purchasing a product" is certainly critical to, but not common throughout a website.
