Call for Consensus: Scrollable element is keyboard accessible, ready for AG

Hey folks,

During the call of November 3rd, the ACT Task Force agreed that the
Scrollable element is keyboard accessible is ready for review by the
Accessibility Guidelines Working Group. You can find the rule here:
